Meet BCWC's Senior Management Team

The Senior Management Team at Behavioral Connections invites you to contact any of us if you have questions or concerns about the services offered at BCWC.

Chief Executive Officer:  Richard Goldberg, Ph.D.

Richard M. Goldberg, Ph.D. received his doctorate in Psychology in 1970 from the University of Cincinnati. He began his career in teaching and administration at the University of West Florida in Pensacola, Florida.  After leaving the University in 1973, he began a long career in clinical practice, Organization Development management consulting and executive-level mental health management.  He is recognized for his expertise in the historical trends in healthcare and particularly, in the national trends in Behavioral healthcare. 

He has directed Behavioral Health agencies in three states, been the President of the Florida Council for Community Mental Health, an officer of the Florida Psychological Association for over 10 years, and the Vice President of a managed care entity in Georgia. In August of 1999 he returned to Ohio to assume the position of CEO of Behavioral Connections of Wood County, Inc.

 

Director of Clinical Services:  Mark Haskins, LISW

Mr. Haskins earned his MSW Degree from University of Michigan 1981 and is licensed as an Independent Social Worker in both Ohio and Michigan. Mark has over 25 years of post graduate behavioral health experience both as a direct service provider and a manager. His areas of expertise/interest include crisis services (Health Officer in Ohio), short-term therapy, chemical dependency services and EAP service delivery. Mr. Haskins has been the Clincal Director at BCWC since 2001 and oversees the major clincial programs at our agency.

 

Chief Medical Officer:  David G. Zick, M.D.

Dr. Zick completed Medical School at the University of Michigan in 1983 and went on to complete a 4-year Residency in Psychiatry at the Medical College of Ohio.  He is board certified in psychiatry. He was a staff psychiatrist at the Toledo Mental Health Center in 1987 and then the medical director of inpatient psychiatric unit at Medical College of Ohio, from 1987 to 1991. He also was a psychiatric consultant for many years at Family Service of Northwest Ohio. 

Dr. Zick started with the Wood County Mental Health Center, which later became Behavioral Connections, in 1986.  He has served as the Chief Medical Officer of Behavioral Connections since the mid 1990’s.  He’s been a member of several of the operational committees in the agency and is a member of the Senior Management group. 

He was an active speaker for many years, speaking on psychiatric diagnosis and medication management of mental illness. He is also an adjunct clinical faculty member at the Medical University of Ohio.  His main clinical interest is the care of people with Bipolar Disorder, Depression and Schizophrenia.

 

Chief Financial Officer:  Deborah Smith, CPA

Ms. Smith is a Certified Public Accountant in the State of Ohio and also received a BA in Public Administration from the University of Toledo. She has over fifteen years of experience managing accounting departments for non-for-profit organizations. She joined Behavioral Connections in January 2006 as a Controller and was promoted to the position of CFO in September 2008.

 

Director of Organizational Compliance:  Stephanie McGuire Wise, MA, PCC 

Ms. McGuire received her master's degree in Guidance and Counseling from Bowling Green State University in 1995. She worked as a clinician and supervisor of Emergency Services and Outreach for Rescue Mental Health Services in Toledo, Ohio, from 1996-1997. She joined Behavioral Connections in 1997 as the hospital liaison from which evolved the Hospital Utilization Management Program. Ms. McGuire also held the position of Director of Business Operations which provided oversight into the many business functions of the agency. Currently, Ms. McGuire's responsibilities include oversight of Health Information, agency outcomes, standards interpretation and integration, risk management, staff development, and IT. She is also the agency's Privacy Officer and Client Right's Officer.

 

Director of Business Operations:  John Fortner

Mr. Fortner received his B.A. in Accounting from Baldwin Wallace College.  He has over fifteen years managing accounting and information systems needs for non-profit organizations in Ohio and specifically in behavioral healthcare since 2004.  He was hired to the Controller position in May 2008 and is currently the interim Director of Operations.
